"She served her country... the only way she knew how!"
When a sex scandal threatens to overshadow politics in Washington, whore madam and columnist Xaviera Hollander (Joey Heatherton) is informed. The whore responsible for the chaos suddenly disappears and Xaviera is furious about this. Meanwhile, a group of senators tries to distract themselves by holding a series of hearings about the sexual excesses in American society. They blame "the Happy Hooker" for her much publicized lifestyle, and a lawsuit is filed against her. She and her lawyer (George Hamilton) must now fight to preserve their freedom of expression.
