Passport to Pimlico plot

"French Goings-On in the Heart of London."

When the residents of Pimlico, a borough of London, discover an ancient treaty stating that their territory historically belonged to the Duke of Burgundy, they declare independence. They even set up customs posts for passengers traveling from Pimlico station to the London Underground. At first they are delighted to be no longer dependent on the English government, but as they face food and water shortages, England looks rosier by the minute.

Dated, of course... but notice how efficiently the characters are portrayed, how warm-bloodedly alive the portrait of a small neighborhood community is and how easy it is to empathize with the engaging characters. These are qualities of the screenwriter (Ealings usual suspect TEB "Tibby" Clarke) and of the film that should not be taken lightly.

And the Dutch Connection : Clarke came up with the idea for this film when he read a newspaper article that told how the Canadian parliament had passed a law during the exile of the Dutch royal house in Canada, in which the chamber in which Juliana van Beatrix would temporarily become Dutch territory to prevent a "constitutional crisis" because according to Dutch law a Dutch heir must be born on Dutch territory. (It's a bit strange that Clarke needed a Dutch example for that, because I used to always hear that English upper-class ladies who had to give birth abroad always visited an English ship because that is always English territory.)

Good film in which a neighborhood in London suddenly becomes an independent state when an old treaty is found. An original fact that is entertainingly worked out here and produces enough fun scenes. The residents of the neighborhood are portrayed well and the film certainly does not last too long.

"I don't want to set the world on Fire", it sounded in the song, but those "Burgundians" almost did.

A bit weak at the beginning, but after getting used to the style and the caricature of the characters, quite funny, with allusions to all kinds of situations from that time.
