Grassroots plot

"Democracy with a Smile"

2001. Unknown politician Grant Cogswell decides he must stop a Seattle councilor, Richard McIver. Grant has only one dream, but it's a big one: an elegant monorail that glides silently above the city. He is frantic with rage over McIver's transportation plans, a railroad through the city that Grant says will destroy the slums, wreak havoc on the environment and ultimately destroy the city. Grant, however, has no campaign supporters and really doesn't stand a chance. Then he recruits recently fired reporter Phil Campbell to lead his campaign and the impossible seems to be about to happen.
