"It's the silliest party of the year...and you're all invited!"
dr. Frankenstein decides to go on retirement and leaves monster making to someone else. He decides to organize a monster congress to decide who will be his successor. In addition to Count Dracula, the Werewolf, The Creature, Dr Jekyll & Mr Hyde, many other well-known monsters from film land also appear. But it turns out to be quite a difficult job to choose a successor.
