Terror in the Mall plot

Due to the persistent torrential rains, there is a threat of flooding and the dam is on the point of breaking. Prisoners are deployed to fight the rising water. A dangerous killer takes advantage of the commotion this creates to escape. He flees to the new Pines Valley shopping center that opens the next day. There are also singer Suzanne Price who has to rehearse with her band for the opening, architect Roger, doctor Sheri and shopkeeper Glen. The shopping center is located at the lowest point of the valley. But then the dam breaks.
