"Not everyone who runs a city is elected."
Fresh out of prison, Frank White, accompanied by two beautiful bodyguards, makes his comeback in the South Bronx, where he is celebrated. He stands up for the blacks and wants to reopen a hospital for the neighborhood. These are the only human traits of a tough criminal who in no time takes the reins of the drug trade firmly again.

Brilliant, metaphorical cult crime classic by Ferrara with a leading role for New York, the city with two faces. And no one can convey the ugliness of that city better than Abel. A film about the struggles of working class (police) against Frank White (Walken) and his large-scale criminal enterprise. He had a decent budget and Ferrara says, in one of the interviews on the Arrow release, with a laugh that with a simple lunch in Italy and a scribble it was arranged… 5 million dollars. ''Nowadays that doesn't work anymore'' he jokes, after which he takes a sip of his beer. The advantage of the large budget is the extensive star cast, but also the freedom (read: time) to illuminate everything perfectly, let the actors do their thing (Walken regularly freewheels, a joy to watch) and go for the best take. Something that is usually absolutely not the way of working for this kind of genre films.
