25 plot

Detectives Shintarou Sakurai and Koichi Hikage are partners and fraudulent police officers, as they blackmail criminals and take large sums of money. The commissioner notices one day that 2.5 million Yen of confiscated money is missing and he demands that Shintarou and Koichi return it the next day. They decide to get this from a pension scammer who probably still has some money left.
