At the Washington DC State Department, former Marine Kenneth R. Seeley, known there under file number 649, is being trained for a new position as a foreign officer in China's northern regions. While in training, Ken falls in love with Foreign Service Officer Margaret Waldon. When he was a boy, Ken's parents became missionaries. killed by Mongol bandits. Partly for this reason, Ken longs for a return to China to do his part in preserving the peace there. But when Ken flies to Peiping, he finds himself in the middle of a revolution that has already killed numerous Americans.
