Ik-Hyun Choi works in 1982 as a corrupt customs officer is Busan. Together with three colleagues, he regularly takes bribes, which eventually leads to an investigation. Ik-Hyun is victimized and he threatens to lose his job. His life takes a turn when he meets gangster and last name mate Hyung-Bae Choi. They soon strike a deal and Ik-Hyun manages to squeeze into Busan's underworld.
