Houston, Texas. During a lashing cloudburst, two teenagers make a sobering discovery. The washing away mud reveals a series of severed children's hands. Authorities are sending Texas Ranger Audrey Macleah to assist. This specialist relies on her erratic intuition and the cryptic data of her sophisticated equipment to track down psychopaths. Old hand, Captain Junius Swaggert, is quite cynical about all these newfangled techniques. Before the towering tensions can erupt, they receive disturbing information. Jordan, one of the patients of a psychiatric institution, turns out to know a lot about the activities of the hand robber.
