On the eve of her 18th birthday, Victoria, the Queen of England, has disappeared from the palace. She wants to escape the wedding plans her mother has for her and is on her way to Paris. Due to bad weather, the crossing cannot take place and Victoria, together with her lady-in-waiting and a servant, remains in Dover. There she meets Prince Albert von Sachsen-Coburg, who is also traveling incognito.
