Serial killer 'The Ghost' is a mysterious man who no one knows what he looks like. A scientist has designed a machine that can make someone invisible and The Ghost makes good use of it. The Ghost also tries to create certain weather conditions that cause earthquakes and floods, with the total destruction of New York State as its main goal. Dick Tracy, in conjunction with the police and the government, tries to put an end to The Ghost's practices.
