Van Damme doesn't seem to have much sense in it and perhaps that is understandable. The script is very clumsy and produces several laughable scenes that scene with the girl showing you how to pet that turtle is totally hilarious. Furthermore, the elaboration of the motives of both gentlemen is weak and the action does not amount to much. Adkins deserves better action movies, I'm afraid Van Damme has little added value.
By the way, that desolate Eastern bloc setting, together with a ridiculous use of color, doesn't do the film any good either

After a few years of junk movies I had regained some hope in JCVD. Unfortunately, the film is quite cliche. It lives on the eternal concept of the lone sniper (think of Le Samouraï, Transporter, Léon, ...) which in itself is not wrong, as long as it is well made. That is not the case in this case. For one reason or another, the maker opts for a very ugly color filter and you as a viewer are never equally surprised. You shouldn't do it for the action scenes.
