"It's always darkest before dawn."
CIA agent Jonathan Cold is undercover with a gang of arms dealers who want to sell a nuclear bomb to a few terrorists from Eastern Europe who want revenge on their murdered leader by detonating Los Angeles. But the operation goes awry when a CIA agent (a former student of Cold) is captured by the terrorists. Cold must save her and the millions of lives, who don't know what will happen to them if the bomb hits LA.

Sequel to The Foreigner which was a bad Seagal movie in its own right. The story here is not that bad for an action film and it is better than the previous film. You would think that it only serves to fund other projects, but then again I don't see any other projects coming from Seagal. Still better than part 1, so to rate just a little higher.

Takes a long time. Very long even. Few concessions in this part. The action in particular is a missed absentee. Some ugly green screen effects and extremely annoying casting screw ups (Nicholas Davidoff as bad guy, inexplicably) don't make it any better. Stuntma...uuh Steven Seagal also a bit invisible. Clearly didn't feel like this superfluous ''sequel'', which was inevitable after the hugely successful The Foreigner (2003) 
....
