Joe Mizuno (Jô Shishido) is a tough guy with a secret agenda. His violent behavior comes to the attention of a yakuza boss, who immediately recruits him. Soon Joe tries to make a deal with a rival gang and starts a gang war. The motivation for his actions gradually becomes clearer as we learn how this all relates to the murder of a police officer at the beginning of the film...
