"Better to drown in the ocean than in the sewer."
Abraham Rodriguez is a poor Puerto Rican widower who lives in Spanish Harlem - New York and raises his two sons there. Determined to give his sons a better future, he works himself to the bone. At some point, however, he realizes that the American government cares more about political refugees than about the poor man on the street. He therefore plans to put his sons in a rowboat just off the coast of Florida and have them picked up as refugees for Castro.
