"The first step is the hardest."
Irish agent Bill Coughlin is employed in Boston in 1974. He is tasked with protecting African-American students who attend a white school. Bill feels a great deal of pressure on his shoulders and clashes with crime boss McLaughlin and his colleagues. But his daughter Kate also feels the impact of this case and she sees the matter differently. Bill comes into contact with African-American Wendy and her father.
