Detective Mark Simmons can't catch the thief 'The Badge Bandit' - a joker who is only too happy to embarrass the police and authorities. Little Karina Foley is twelve years old and dreams of becoming a cop. She comes into contact with Detective Simmons and wants to prove at all costs that she has real detective skills. When Simmons tries to ignore Karina, the commissioner does the unthinkable: put them together on a team. Together, they continue their mission to unmask 'The Badge Bandit'.
