In Rheinstadt, Mayor Amir Kaan and academic Petra Schach are launching a bold and controversial experiment. The TRUST rehabilitation program, led by Schach, promises "A world without prisons" – and will become a reality for the first time in Rheinstadt. Hundreds of criminals are being released from prison to be rehabilitated and reintegrated into society through the TRUST program. The people of Rheinstadt are divided: for some, it's a slap in the face to the victims of crime, for others, it's a vision of a better society.
