Tom Mallory poses as the wanted bandit known as "Arizona" to find his father's killer. His only clue is the name "Westy Mack". Mallory and his partner Slim meet Waco Dean, the ranch foreman. In addition to being a foreman, he is also a cattle thief. Waco tells Mallory that he can take him to Westy Mack if Mallory helps him steal the cattle from the ranch where Waco works.
