Joan Prescott has signed a contract with Captain Jack Hartford to sell her horses to the military. Hartford is in cahoots with a corrupt Secret Service agent. Hartford wants to steal Joan's horses and blame the cowboy Tom Rankin for it. He wants to accuse him of conspiring with the Mexican revolutionaries.
