Goro Arai is a reporter for a Japanese newspaper during World War II. He closely follows the activities of Japanese military leader and Prime Minister Hideki Tojo, a dangerous man with tyrannical tendencies. Anyone who stands in Tojo's way is in danger, and Arai turns out to be too.
