I certainly wouldn't call this an action film.

The story isn't bad, but the film wasn't really exciting or engaging. Ed Harris and Max von Sydow played quite nicely. Nice to have seen it once, but then you quickly forget it.

The double agent works for two camps but is only loyal to one. Always an interesting character in thrillers and spy films. Here he is Gus Lang, codename "Emerald". He is sent to France to determine whether a young captured soldier with knowledge of the details of the D-Day plans has not talked his way out of the Nazis. The option to possibly get him out of the way to prevent him from talking is also put forward.
A strong story, largely set in Paris, I always find Ed Harris good in films, but lifelessly delivered by an unknown director. There is not the slightest threat from the Germans, and the double agent can do his work relatively unhindered. The tension that such a film needs is therefore lacking. Not really bad, not really good either.
