Scar City plot

"He who controls the cops controls the city"

The overly trigger-happy cop John Trace (Baldwin) gets to choose: either go to jail or join SCAR, an elite squad of murderous colleagues. It becomes choice two and of course Trace soon has problems of conscience. He rescues hooker Candy (Carrere) against the rules of the sinister squadron and gets himself on the murder list.
