Scarecrows of the Third Reich plot

"The fear is growing!"

At the end of World War II, Hitler started "Operation Scarecrow". No one ever knew about the existence of this operation. Seventy years later, FBI Agent John Fox runs into a vigilante nicknamed "Red Wolf". Fox kills him and then learns information about "Operation Scarecrow". He travels to Germany to investigate.
