"This is necessarily a story of violence, intrigue...and death."
Michael Barrows is an agent employed by the US Treasury Department. Aboard a California Coast Guard ship, he hunts the ship the 'Kira Maru'. The captain of the 'Kira Maru' panics and ruthlessly throws about 100 Chinese slaves overboard, who drown all but one of them. The survivor tells Barrows that the ship's home port is Shanghai. Barrows then sets out for Shanghai to track down the captain and uncovers a massive drug smuggling operation. In Shanghai, Barrows also encounters a suspicious woman: Ann Grant. He believes that Ann is the head of the drug trade, one 'Jean Hawks'. Barrows follows the 'Jean Hawks drug smuggling gang' and that takes him to the ends of the earth: from Shanghai to Cairo, Beirut and Havana, to arrive at the American border.
