With a looming typhoon approaching, an accident occurs on the Regalia gas platform. Japanese Coast Guard divers Daisuke Senzaki, Tetsuya Yoshioka and engineer Hiroshiichirou Sakuragi depart for the platform. There Daisuke and several others find themselves trapped by an explosion. Helicopters cannot be deployed due to the approaching typhoon. While the Coast Guard tries to come up with plans for a rescue, it is thwarted by the government that puts national interests first.
