This pseudo-biographical film tells the story of J. Edgar Hoover who is the longtime head of the FBI. Hoover is controversial for his actions, as well as for his sexual orientation. He builds a power empire by gathering information from individuals who have political influence. He uses this information, especially about their personal lives, as a means of blackmailing them.
