"The countdown is on. The crisis is building. The fate of the country depends on the next 24 hours."

While America is about to engage in a military confrontation with China, the presidential plane 'Air Force One' crashes into the desert, killing President Jeremy Haines (Tod Andrews). As a result, Vice President Kermit Madigan (Buddy Ebsen) comes to power. Since he was never involved in the president's plans, he must now rely on the advice of George Oldenburg (Rip Torn), the presidential adviser. However, both men have different points of view and hidden agendas...
