The Mudlark plot
"At last it's here!"
"Mudlarks" are street children who survive by scouring the banks of the River Thames. One of them, Wheeler, one day finds a medal from Queen Victoria. When he hears that she is 'the mother of England', he decides to meet her and slips into the palace. But Victoria has been locked up in her palace for years since her husband's death and Prime Minister Disraeli makes frantic efforts to bring her back to life.
