The Best Thing in Life plot

The story is set just before the turn of the century in a desolate, anonymous city, where English is the main language. The city is full of pariahs, whores and homeless people. An epidemic of a sexually transmitted disease makes many victims, who then adorn themselves with a white Panama hat.
