The American Consul plot

Attorney General Abel Manning is very passionate about his political party. Through the power of his oratory, he helps elect James Kitwell to the U.S. Senate. Kitwell has promised to reward Manning with an important position. However, there is no job until Pedro Gonzales offers the unscrupulous Kitwell a plan. Gonzales is planning a revolution in Mexico and needs a corrupt American consul.
