The last empress of the Qing dynasty, Cixi, promises her cousin Guangxu all power over the land. However, he soon finds out that in practice nothing comes of this, because all important politicians dance to the tune of Cixi. Young and inexperienced as Guangxu is, he still tries to bend things to his will, privately and publicly. Also plagued by a loveless marriage, he finds comfort in a concubine and a eunuch.
