The story is set in the year 69 AD, the year of the four emperors in the last days of Galba's reign. Galba hesitates as to who to designate as his heir, the noble but easily wielding Pison, or the cunning Othon. Galba's three advisers Lacus, Martian and Vinius also can't agree, especially as they plan to protect their own political future.
