Kinkanshoku plot
The Terada faction within the ruling party is in dire need of money after a lot of money has been spent bribing party members to win party leadership at the expense of a major rival. The construction of a new dam sees opportunities for raising money. The various contractors are pitted against each other and the one who offers the most bribes gets the deal. However, a prosecutor gets wind of the shadowy political games and starts an investigation.
