Kim Hee-Ro, a Korean man living in Japan, was released from prison at the age of 40 in 1967 after enduring 15 years in prison with 6 convictions. While trying to live honestly and do food deliveries as work, he falls in love with Fusako, a singer of Bar Mink, and dreams of happiness. But Soga, a Yakuja boss, is not satisfied with this and Inspector Koizumi of the Shimizu Police Station watches over Kim Hee-Ro with ethnic prejudice. Since it is difficult to get Fusako out of the influence of Soga, he runs off to Aomori Mountain. Then Soga throws a disturbance at Kim Hee-Ro's mother's shop. That's why Kim Hee-Ro shoots Soga and his follower Omori. When he fails to kill Inspector Koizumi, he takes people hostage on the Sumada Bridge.
