Gun of Mercy plot

When local rivers flood and the urban population is evacuated, a police officer escorts three dangerous detainees to another facility. His task is complicated by the escalating natural disaster. The roads eventually prove to be inaccessible and the four men must work together to survive. The nervous cop begins to realize that he more than needs his revolver to keep the upper hand.
