After being part of Japan for a while, Taiwan came back into Chinese hands after World War II. The Chinese government encouraged its inhabitants to move to the island to build a new life there. The film follows a number of members of the second generation of these immigrants, who as young people, in search of their own identity, get bogged down in gang wars in the slums of Taipei.
