Gaki Teikoku plot
The nightclubs in Osaka's Kita district have finally come under the control of the Ryujin-kai, who operate out of the port city of Kobe. The local Hokushin Domei who used to be in charge are now subordinate to the Ryujin-kai. They perform this task in addition to controlling Somezaki. Its head is Jo Kosho and its worst enemy is the Piisu-kai, including several former Hopu-kai gang members. The Piisu-kai are now ready to take back control and are renaming themselves "Gaki Teikoku" (The Empire of Kids).
