Chuma v Aule Karatas plot

When a young mayor arrives in Karatas, a remote village in Kazakhstan, he finds a large part of the population sick. He immediately recognizes the symptoms as plague-related. The sick, however, insist that they have the flu and are confirmed by the local rulers, who for decades have pocketed the money for vaccination programs and allowed the deadly disease to rage on. The new-fangled mayor first resists, but is gradually sucked into a swamp of corruption and abuse of power.
