Buried on Sunday plot

When a Canadian fishing village on the Atlantic coast threatens to lose all its fishing rights, local Father (and mayor) Augustus Knickel (Paul Gross) finds a way to fight back. Based on an obscure clause in an old treaty, he declares the village an independent republic. He also finds a way to back up his words by buying an abandoned Russian nuclear submarine from the most senior officer on board, the cook. He discovers a number of tactical missiles on board and declares the island an independent nuclear power.
