Blindganger plot

An old fisherman sees his life's work shattered by a government-imposed catch limit and a son who won't succeed him. Desperate, he reaches for one last straw. He moors his cutter in the port of Rotterdam, with a bomb from the Second World War on board. He threatens to detonate this if his demand, to reverse the decision to limit catches, is not enforced.
