Avariynoe Sostoyanie plot

A small provincial Russian town: we see the assistant mayor and the city architect arguing in front of an old five-storey house. According to the architect, the house needs to be demolished or thoroughly renovated. The assistant mayor thinks the house can stand for years to come. After this we see four stories in which the persons and the plots are and get to do with each other, including through the house itself.
