It is 1999. The UN is sending two people, Mark Waldham and Zoe Brannon, to help the people of East Timor and offer them medical assistance. They are happy to accept the assignment and are well received in the country. There they befriend Ismenio Soares, their interpreter on site. They try to help everyone as best they can, but when the police get involved, they find that their actions harm more people than they help.
