"The Battle for Expression"

A new kind of neighborhood watch has emerged in America's cities: the anti-graffiti neighborhood watch. These dedicated warriors do everything they can to protect their neighborhood from these street art, stickers, 'tags' and posters. But several of them have now become more threatening than the ones they want to stop. To combat the graffiti, they illegally paint over it, damaging the property of others as well. It tells the story of the search for these mysterious neighborhood watchmen and discovers a struggle for expression that rages from the streets to academia.
