Scenes from a Dry City plot

City of millions Cape Town is struggling with water shortages due to the ongoing drought in South Africa's Western Cape province. The level in the city's water reservoirs is steadily falling. Water use is strictly restricted. There is a fear of 'Day Zero', the day on which the tap is turned off. “We can no longer ask people not to waste water, we have to force them now,” said the city's mayor.
