The Russian penal camp on the Solovki Islands in the White Sea was already in use under the Tsars, but it was never as infamous as it was under the Stalin regime. Many thousands, including many intellectuals considered 'enemies of the people', were rounded up in the 1920s and 1930s and deported to this inhospitable place.
