The residents of Juárez Valley on the Mexico-Texas border face two enemies: drug cartels and federal troops. If they seek protection in the United States, they are treated as criminals there themselves. What if there is no more visible distinction between organized crime and the state forces that should be fighting it? For the residents of Juárez, this situation became a reality when federal troops were sent to the region in 2018 to tackle the drug cartels.
