After Irene Eaton's brother is killed in a mysterious explosion of a new weapon for the US military, she heads to Washington to learn more from Colonel John Shaw, the head of the Military Secret Service. Shaw tells Irene that foreign saboteurs are responsible for her brother's death. Some politicians, including Senator Everett Brock, have criticized Shaw for failing to arrest the saboteurs. Shaw offers Irene to go incognito to the "Dome Cafe", where the so-called photographer James Huntley, the leader of the saboteurs, is said to have his headquarters. Irene accepts Shaw's request.
