The City plot

Eugene Banks (Mark Hamill) is an unpredictable psychopath who seeks revenge against country singer Wes Collins (Jimmy Dean) for punching him in the face. Matt Lewis (Robert Forster) and Brian Scott (Don Johnson) are two detectives who must protect the country singer and stop Banks. However, Banks doesn't give up just like that. He stalks the singer and his family and in the meantime kills a detective. As their investigation progresses, Lewis and Scott learn that there is a connection between the singer and the psychopath.
